Richard Frank Bailey, dear family member and friend, passed away on December 18,
2025. He was born in Trenton, NJ to Frank A. Bailey and Alice Kuestner Bailey on
September 12, 1946 and graduated from Ewing High School in 1964. He earned his BS
degree in engineering from Lafyette College, Easton, PA in 1968, where he was a
member of Sigma Chi social fraternity and earned a varsity letter in fencing. He was
employed by the city of Trenton for a short time and served in the US Army until 1970.
He then entered graduate school and earned his MS degree in engineering from
Polytechnic Institute of Brooklyn, NY. Rick was employed by the NJ State Department of
Transportation until 1977, at which time he moved to Ohio, married, and began work at
Ohio/Kentucky/Indiana Regional Council of Governments (OKI), where he spent the
bulk of his career. After retirement from OKI, he served as director of the Butler County
Transportation Improvement District and later, as a consultant for the city of Oxford.
Rick loved travel and, with his wife Anne, visited all but one of the continents. Rick was
active in the community of Oxford, serving as a volunteer with the city, and was a
committed member of the Oxford Presbyterian Church, serving as deacon, elder, and
trustee at various times. He also was an avid model railroader, known for his precision,
knowledge of history, and creativity. Rick is survived by his wife, Anne Wiseman Bailey,
two stepchildren, David W. Bailey (Anne) and Laura J. Stith (Matthew), and three
grandchildren, Zachary Stith, Trevor Stith, and Sydney Stith.
A service in his memory will be held January 24, 2026, 2 p.m. at Oxford Presbyterian
church. In lieu of flowers, donations may be made to oashox.org (click donate and note
