Charlie was born to Agnes (nee Hope) and Charles Leonard Waters, Sr. in Charleston, West Virginia on October 5, 1935. He was married to the love of his life, Martha (nee Lodwick), for 58 years. Charlie taught History and Advanced English at Hamilton (Taft) High School and was also a veteran of the United States Navy, VU-7 Utility Squadron Seven.  Charlie's passion for the US Naval Institute and the time he served was valued through his collection of model airplanes of the duties he was assigned to while serving.
